Case Study: Peak worked closely with HDR and City of Bellingham staff to develop and carry out a community engagement process in support of the City of Bellingham Surface and Stormwater Comprehensive Plan Update. Under the direction of City staff, our public outreach work included creating a page on the City’s proprietary Community Engagement Platform to clearly communicate all details of the process. This included assembling and consolidating a project overview, inserting a project timeline, creating an online survey, developing an FAQ document, and compiling a repository of materials suitable for the public including video archives and related websites. Normally, a project like this would include public meetings. However, we pivoted to holding an online open house and recorded City Council proceedings due to COVID restrictions.
Impact: Peak’s community engagement process and coordination with City staff captured timely public comment regarding the city’s required surface and stormwater comprehensive plan update. Thus, the city was able to update, clarify, and allow for streamlined utility rate policies and charges and update its plan based on a robust public outreach process. Due to COVID restrictions, we pivoted to holding an online open house and recording those City Council proceedings that were focused on stormwater management and utility rates. In spite of the pandemic, we collected considerable public input to inform the city’s process.
